Folio 516: Samuel James Ballard, HMS Sceptre, Carlisle Bay, Barbados. Receipt of letter approving of his actions at the destruction of the french frigates La Loire and La Seine. Acknowledges the flattering approbation especially as demonstrated by the promotion of Captain Dix and his 1st Lieutenant Mr Wipborn. In his letter of 18 December [1809] he omitted to mention Martin bennet who was on his barge with Captain Cameron and assisted him with the attack on the Batteries. He was near him [Captain Cameron] when he was killed. He has passed for a Lieutenant. Recommends him for promotion.
