Folio 16: Philip Beaver, South End. Encloses details of the wages paid to John Brooks, Charles Parry and John Cadman by Lieutenant Norman with the wording he uses on the books.
Folio 17: enclosed in folio 16. Unsigned statement. Acquaint Captain Beaver that the Admiralty disapprove of Lieutenant Norman's commutation of wages of one of his signalmen. As regards the death of Mr Ibbetson, John Dyer conducted the investigation as a friend of Mr Ibbetson and not as an Admiralty clerk so the Board does not take any notice of his behaviour and the incident between Norman and Ibbetson does not come under their jurisdiction.
