Folio 401: Charles Bullen, Sheerness. Reply to letter dated 24 December 1803 where it was stated"that I have mistaken the nature of his appointment, which is comprised of the vessels employed in the Medway only, comprising such as were under the immediate orders of Commander Coffin." In reply their order to him dated 6 December 1803, positively says that"I am to take upon the Command of all sailing and other Lighters and Launches, which have been ordered to be fitted at HM Dock Yards in the Rover Thames and Medway. This is why he acted as he did and also wrote to Captain Beaver. Acknowledges receipt of the letter dated 26 December 1803 requesting to know on what day he took command of HMS Minerve, in reply he took command from Captain Jahleel Brenton on Sunday 8 May 1803 in the Downs.
