Folios: 393-394: Charles Bullen, Sheerness. Covering letter for the enclosed state and condition of the Flotilla at Chatham and Sheerness. He is not yet able to give a correct statement of the Launches. Lighters etc. at Woolwich and Deptford but hope to do it in the course of a day or two. In the event however of the enemy daring to force their way up the Thames, he shall proceed with the Chatham and Sheerness Flotilla as far down the river as possible, and attack and harass them in their way up, and down. As their Lordships are in possession of the arrangements made by Commissioner Coffin (and which by letters he have just received from Lord Keith and Sir Davies Dundas) are approved of by them. I shall strictly adhere to the same plans unless ordered to the contrary.

As the Winchelsea and bomb Tenders at this Port are appropriate to receive filled Cartridges and Ordinance Stores for the use of the Flotilla.
