Folio 374: Charles Bullen, Sea Fencibles, Plymouth Dock. Captain Dacres being on a survey of this district by desire of the Admiralty and not knowing where to address him till he returns to Dartmouth. He encloses a copy of his letter to Dacres, relating to a voluntary offer made to him by the fisherman of Saltash to use their boats to transport troops across the river which they will man themselves.
Folio 375: enclosure with folio 374. Letter dated 17 August 1803 by Charles Bullen, Plymouth, to Richard Dacres, Dartmouth. States that the fishermen of Saltash near this place have voluntarily come forward to him and have offered 40 boats which will carry from 40 to 50 men each and which they will man themselves to take troops across the river.
