Folio: 364: Charles Bullen, HMS Minerve, Downs. Covering letter for the enclosed state and condition report [not present] of HM ships and vessels at the Downs. Encloses a letter from the Mayor of Sandwich.
Folio 365: enclosure with folio 364. Letter dated 13 May 1803 by P Harrison Mayor, Sandwich. He most certainly refused to back press warrants. The Lords of the Admiralty are of course to use their pleasure in not granting protections for vessels belonging to this port.
