Folio 204: William Robert Broughton, HMS Penelope, Yarmouth Roads. Not knowing when to address my [Admiral] Lord Keith's [Sir George Keith Elphinstone [1st Viscount Keith)] he requests you will forward the enclosed letter. Reports having returned to these Roads from a cruise on the Coast of Holland without having seen any vessels belonging to the French or Batavian Republics. Advises that the provisions wanting to complete HMS Penelope have not yet arrived and that Mr Lewis the Contractor here, states he can only supply for immediate use. States that HMS Penelope is fit for sea but with only two days provisions of beef and bread.
