Folio 199: William Robert Broughton, HMS Penelope, Yarmouth Roads. Has forwarded the disposable supernumeraries to the Nore by Mr Hadley's Cutter and today sent 18 more by HMS Mallard. The other Cutter returned yesterday from the Impress Service without any men and the Officer reports that HMS Harrier and bound ships for the Elbe had been observed by the English Seaman fearing to be impressed and were many of them in confinement at Hamburg by the English Consul waiting for a vessel to be sent for them.
