Folio 139: William Robert Broughton, HMS Penelope, Yarmouth Roads. Reports having lost 4 men from the boats sent on shore on duty since his arrival by the neglect of the Petty Officers. States that Lewis Admiralty Midshipman not with standing the particular orders given to him has sufficed this day another man to escape by leaving the Boat himself with the Boats crew and not withstanding every exertion. Requests the above Midshipman be discharged for his inattention in this duty.
