Folio 441: Philip Beaver, Southend. Encloses letter from Captain Bayley at Burnham in which he states that he has appointed Lieutenant Woolward of the Sea Fencibles to take charge of the signals and instructions.
Folios 442-444: enclosure with Folio 441. Letter dated 13 November 1803 from Captain Bayley, Burnham. States that as Lieutenant Baker of the Tillingham Station has been summoned to Chelmsford for an uncertain time he has appointed Lieutenant Woolward of the Sea Fencibles to be in charge of the Signals and Instructions for the district. He felt that it was essential and officer was in charge.
