Folio 439: Philip Beaver, Southend. Expresses his concern that in the event of invasion the vessels manned by sea fencibles and commanded by dredgers and fisherman, although zealous and patriotic, do not understand signals and are in the habit of seeking harbour in the event of bad weather. Also not used to taking orders and make seek shelter in bad weather when ordered to stay at sea. Suggests that Lieutenants on half pay might take up residence with several captains in the district and be available to embark in the different vessels in the event of invasion.
