Folio 421: Philip Beaver, Maldon. In consequence of Admiralty letter of 3 September has detained two Dutch built vessels and encloses the papers for both (not with letter). Does not believe the matter should go to the Court of Admiralty, as although Dutch built, they are owned by Prussian subjects who reside in Embden and Papenborg. The vessels were built at Catwyck in Holland. Thinks that as long as they are not allowed to go further up river than the mouth this would frustrate any intelligence gathering.
