Folio 420: Philip Beaver, Maldon. Captain Bayley had reported to him that a Dutch built vessel had arrived in the Crouch. As all her papers were in Dutch had put a Custom House Officer on board with orders not to allow her to sail. The Collector went to the vessel and reported it was one of three or four which come regularly to fish for oysters and discharged the Custom House officer. Concerned that they could be using fishing as a cover for gaining intelligence which would be relayed to the enemy. and therefore thought it his duty to report the matter.
