Folio 204: Robert Barlow, HMS Phoebe, Plymouth Sound. He is returning the letter from Coker Barrington enquiring whether the [unnamed] person mentioned is a fit to be made a Petty Officer. The person is serving on HMS Phoebe as an Ordinary Seaman and his conduct does not support any particular advancement. He has once been tied up to the gangway which is an insurmountable objection to his being promoted to the Quarter Deck of HMS Phoebe. He does not recommend him.
