Folio 229: William Bedford, HMS Queen, St Helens. Encloses a petition from the Mayor and prominent citizens of Waterford on behalf of Thomas Phelan, aged 39, who volunteered to join the ship on July 9, 1795, and received £10. His age excluded him from receiving the King's bounty. He was received aboard HMS Queen by order of [Admiral] Sir Peter Parker on November 7, 1795.
Folios 230-231: enclosure in folio 229. Petition dated 15 January 1796 by Ben Morris, Mayor of Waterford, and seven other prominent citizens, Waterford, to Captain William Bedford, HMS Queen. A petition on behalf of the family of Thomas Phelan, Carpenter of HMS Queen. The family is distressed, his wife is in the house of Bedlam in Waterford and is so distracted that she tears her clothes and leaves herself naked, The four children are all under nine years of age, the youngest seven months, one of them has smallpox. Food is so expensive that the children will either perish or become a charge on the public. They asks for Phelan to be released from the ship to care for his family.
