Reports that Mr William Holmes, masters mate, has on two occasions rescued men from drowning while risking his own safety. Describes how in a gale a man fell from the fore top yard and was rescued from the sea by Holmes. Ferris asks that consideration be given to Holmes who has passed the examination for lieutenant.
