Folios 218-219: Arthur Farquhar, HMS Desiree, Yarmouth Roads. Explains that he has been unable to secure the release, contrary to HM Treasury directions, of the anchor and cable, which had been seized by Officers of the Customs, as Mr Palgrave, Collector of Customs, refuses to pay as he had no instructions and that he had already paid the money to the seeking officers, even though he was aware the Admiralty had made an application to HM Treasury.
