Folios 148-149: Charles Elphinstone Fleeming, HMS Bulwark, Portsmouth Harbour. When the number of his ship's complement was last fixed, she was fitted with 18-pounder guns on the Main Deck. She now carries thirty 24-pounders, asks if the complement can be increased to 670 men as in other ships of the same class.
