Folios 137-138: Charles Elphinstone Fleeming, Purbrook Park, Portsmouth. Encloses a letter from the third First Lieutenant he has tried to have appointed, asks the Admiralty to procure his release.
Folio 139: enclosed with folios 137-138. Letter dated 20 July 1807 from Lieutenant Robert John Hibbs, HMS Thais, Plymouth Dock. He has received his appointment to HMS Bulwark, but Commander Isaac Ferrieres will not allow him to leave until he has been superceded. He has applied to Rear Admiral John Sutton, but he will not issue the necessary order. He saw the secretary Mr Smith who told him the Admiral would not remove him.
