Folio 623-624: Joseph Daltesa, Clerk to the Magistrates, Public Office, Liverpool. He writes concerning the case of Matthew Hoyen which came before the magistrates and as reports have been requested from Captains Fraser and Cumberland at Liverpool. Percy Fraser brought a charge of felony against Matthew Hoyen after the theft of some clothing. When the case came before the magistrates Percy Fraser suggested that the charges be dropped on condition that Matthew Hoyen entered the navy. This he agreed to do.
