Folios 615-617: Thomas Francis Fremantle, Fladdons Hotel, Oxford Street. Encloses an apology to Rear Admiral Cochrane. He believes the Rear Admiral has left the affair to the discretion of their Lordships so asks whether it meets their approval.
Folio 617: enclosure with folios 615-617. Letter dated 27 November 1804 from Thomas Francis Fremantle, Oxford Street. He has apologised to Rear Admiral Cochrane by public letter as well as through Captain Buller, for the occurrence in the middle of September and has no hesitation in repeating his distress and sorrow at what passed. He is not conscious of having made use of improper language to Admiral Cochrane on his return from Corunna, If he did he is ready to make every possible apology.
