Folios 591-592: Robert Forbes, Liverpool. Advising that a cutter with 36 men raised from Greenock, and one from the Isle of Man with 12 men, have arrived here and their commanders are unable to proceed to Plymouth as they cannot store sufficient water and provisions for so many. Also Forbes has 70 volunteers and impressed men held at the two Rendezvous and fears that some will escape if they are not soon sent off. As he has mentioned before the mayor will not provide secure accommodation and two tenders are just not sufficient for the service here, so everything is consequently at a standstill.
