Folios 572-573: Robert Forbes, Liverpool. Asking if he may be allowed a boat of six oars, suitable to board vessels entering the port, as he daily notices the want of one and the loss this means for the service. As an example he says just the previous day 10 seamen left a West Indiaman upon her arrival there and says that similar circumstances have often occurred during his term of office at this post.
