Folios 227-228: Edward James Foote, Vice Admiral Patton's, Fareham. Covering letter for the inclosed copies of letters, when they have considered the circumstances pointed out in mine of the 14 September 1802 to the Victualling I hope they will be pleased to direct them not to charge the additional three half pence a pound on the Bread saved by the men, against me.
Folio 229: enclosure with folios 227-228. [Admiralty Note?] Order of the 12 April 1800 the allowance of 3 half pence for savings of Bread was limited to ships serving on the Coast of Great Britain & Ireland, and the Captains of the several ships were directed to explain to the Crews that this allowance was only to continue during the existing scarcity after which it would be reduced ( Order Book 138 page 335}, Orders to which effect 9to vessels on the Home Stations) were given on the 18 November 1801. The Increased allowance was extended to ships serving at Newfoundland - Order Book No 139 Pages 444 & 449; but there is not any instance of that allowance having been made after the Order for reducing it.
Folios 230-231: enclosure with folios 227-228. [Three copy letters:-] [1] John Marsh, John Rodney, Francis Stephens, Richard[?] Moody & John Harrison, Victualling Office. To Edward James Foote, HMS Seahorse. Dated 11 September 1802. A bill of exchange for £163 - 13s dated 2 February 1802 by Mr Thomas Reeve - Purser of HMS Sea Horse in payment of 13,252 pounds of bread between 1 September 1801 and 31 January 1802, we have had to order this to be charged against the Purser and yourself. [2] Edward James Foote, HMS Sea Horse, Portsmouth. To Victualling [Office], Dated 14 October 1802. Reply to letter dated 14 November 1802. I observe that on 14 April 1800 I received directions from Admiral Lord Bridport [one page letter explaining what happened with the bread]. [3] John Marsh, George[?] Towry, John Rodney, Francis Stephens, Richard[?] Moody & W Boscawn, Victualling Office. To Edward James Foots, HMS Sea Horse, Portsmouth. Acknowledge receipt of your letter dated 14 October 1802 and state that we cannot allow the increased price paid for the servings of bread on board HMS Sea Horse without the authority of the Admiralty.
