A divisional organisation first emerged in 1957 with the Fisheries Department being divided into first two and then (1972) three numbered divisions. Of these, Division II handled the organisation and structure of the sea fishing industry (including shellfish), marketing of fish and the fish trade, harbours, statistics and economic policy relating to fisheries.
In 1976 there was a re-organisation of the divisional structure, responsibility for harbours and shellfish passing to Division I (though harbours returned to Division II in 1978). From then until recent times Fisheries Division have continued to administer policy and grants under both the Harbours Act 1964 and Fisheries Act 1955.
From 1 April 2010 the Marine Management Organisation (MMO) took over new applications for harbour revision and empowerment orders from the Department of Transport. The MMO is also responsible for processing grant applications and claims in England from the European Fisheries Fund. Port and harbour developments present some of the most complex licensing and environmental challenges.
