Established under Newhaven & Seaford Defences Act 1898 to construct sea wall between Newhaven and Seaford, cost to be borne by Newhaven Harbour Company; London, Brighton & South Coast Railway Company, landowners; and local authorities. London, Brighton & South Coast Railway Company became part of Southern Railway Company as from 1 January 1923 under Railways (Southern Group) Amalgamation Scheme 1922 dated 22 December 1922.
