The scheme of a railway was promoted in 1824 and after a report by William Chapman dated 27 October 1824 on the cost and separate advantages of a ship canal and a railroad confirmed by a report by Josias Jessop dated 4 March 1825, the committee of Enquiry which had been appointed decided on a railway at a county meeting held in Moot Hall, Newcastle on 26 March 1825. At the close of this meeting the Newcastle upon Tyne and Carlisle Railroad Company was formed.

The Bill for the Newcastle & Carlisle Railway Company received the Royal Assent on 22 May 1829 the company being restricted to the use of horsepower by Clause 6 of the Act.

After considerable dissension the company was authorised to use locomotives on the line under the Newcastle & Carlisle Railway Act of 17 June 1835.

The line was worked by the York, Newcastle & Berwick Railway Company from 1 July 1848 to 31 December 1849 under an agreement to lease the line as from 1 August 1848 in accordance with agreement dated 5 July 1848 made by George Hudson, but this was cancelled and the line was worked independently by the proprietors as from 1 January 1850.

The undertaking was eventually amalgamated with the North Eastern Railway Company under the Act of 17 July 1862 (25 & 26 Vic, cap.145).

The North Eastern Railway Company, the Hull & Barnsley Railway Company, and the Hull Joint Dock Committee were dissolved and united into one company by the name of the North Eastern Railway Company as from 1 April 1922 by virtue of the North Eastern, and Hull & Barnsley railway companies Amalgamation Scheme 1922 dated 1 April 1922. This North Eastern Railway Company became part of the London & North Eastern Railway Company as from 1 January 1923 under the North Eastern, Eastern & East Scottish Group Amalgamation Scheme 1922 dated 30 December 1922.
