Under London, Tilbury & Southend Extension Railway Act 17th June 1852, Eastern Counties Railway Company and London & Blackwall Railway Company were authorised to make and maintain railway therein recited, lands to be purchased for railway to be vested in Eastern Counties and London & Blackwall railway companies jointly. Purposes of act were to be executed by Joint Committee consisting of four members nominated by each Boards of companies before mentioned (see Section 93 etc).

Special shares, known as London, Tilbury & Southend Extension Shares, were to be created and issued by respective railway companies and, under Sections 84 etc of act, shareholders had right to attend meetings of respective companies who had issued such shares and vote on questions relating to London, Tilbury & Southend Railway.

Power was given under Section 37 of London, Tilbury & Southend Railway Deviation & Amendment Act 3rd July 1854 to lease line to Samuel Morton Peto, Edward Ladd Betts, and Thomas Brassey, with power of re-entry.

Under London, Tilbury & Southend Railway Act of 16th May 1862 however, as proprietors of London, Tilbury & Southend Extension Shares had no voice or control in management of railway's affairs or in appointment of Directors in whom such management was vested, proprietors of such shares were incorporated a separate company by name of London, Tilbury & Southend Railway Company. Eastern Counties and London & Blackwall railway companies were, under Section 26, empowered to appoint three Directors each to be members of Board of Directors of new company.
