A Resident Foreigners Section (subsequently Home Division (2.1)) whose function was to look after the needs of foreign refugees coming to the UK as merchant seamen or members of the armed forces was established in 1940. As well as organising the teaching of English and the supply of books, films etc., it assisted in the running of national centres for foreign nationals in London, Liverpool and other centres.
