Line was authorised under Garston & Liverpool Railway Act 17th May 1861 and was to be constructed jointly by Manchester, Sheffield & Lincolnshire, and Great Northern railway companies, management being vested in 6 Directors, 3 from each company, to be called Garston & Liverpool Railway committee.
Under Section 43 of Cheshire Lines Transfer Act 5th July 1865, Midland Railway Company was admitted to joint ownership in Garston & Liverpool Railway and Garston & Liverpool Railway Committee was reconstituted to include 3 Directors from Midland Railway Company, committee consisting of the nine persons forming Cheshire Lines Committee constituted under section 6 of the Act.
Under Cheshire Lines Act 15th August 1867, Cheshire Lines Committee was incorporated and powers of Garston & Liverpool Railway Committee transferred to Cheshire Lines Committee.
