The Festiniog and Blaenau Railway Company, incorporated as a limited liability company, opened as a narrow gauge line on 30th May 1868, and as a passenger etc. line on standard gauge on 10th September 1883.

It was vested in Great Western and Bala & Festiniog railway companies jointly, under Great Western Railway Act, 6th August, 1880.
