'Learning the Lessons' bulletins began in June 2007. The main purpose of the bulletins was to summarise cases which have given rise to recommendations for improving policing. These cases have been the subject of conduct investigations carried out by the Independent Police Complaints Commission (IPCC) or by police forces, Serious Organised Crime Agency (SOCA) or Her Majesty's Revenue and Customs (HMRC).
The bulletins were initially issued by an inter-agency forum called the Learning the Lessons Committee, which later became the Learning and Confidence Committee. The Learning and Confidence Committee is a multi-agency committee that aims to disseminate and promote learning across the police service. Its members, who all have a role to play in enhancing the service provided by the police, are: the Association of Chief Police Officers (ACPO); the Association of Police Authorities (APA); the Home Office; the Independent Police Complaints Commission (IPCC); HM Inspectorate of Constabulary (HMIC); the National Policing Improvement Agency (NPIA); the Police Superintendents Association; and the Police Federation.
The Committee is chaired by a representative of the IPCC, and the IPCC also host the site.
