Papers: Letter from Montague E Smith, prosecutor's attorney, petitioning against the convicts' discharge; he writes that the judge did not have the power to discharge the convicts after two weeks confinement as this remains the prerogative of the Crown. Letter from Thomas Wills, Mayor of Torrington, seeking guidance from the Home Department on the correct action to take.
Additional Information: Held in Torrington Borough Prison. The principal offender was Thomas Richards, who was not apprehended although a true bill of indictment was found against him.
