Folio(s) 10-16. Copy of a note from George Higgins and William Ross [King's Messengers] to Mr King [John King], under secretary. The Lord Chamberlain has asked for their Bills of Service under the head of state prisoners in the year 1794. They state that it is clear from the communication made to Mr Child that their charges were never rightly understood. Higgins and Ross would like to explain what they fear had been misrepresented and request an opportunity to explain their situation regarding bills for the maintenance of state prisoners. They go on to give their reasons. They had sought advice from Henry Dundas, [Evan Nepean], the attorney and solicitor general, Mr Fawkener, Mr Cottrell, Mr Ford, Mr Wickham and Mr Reeves.
Also copy of a Kings Messenger Bill of May 1794 for the apprehension and maintenance of John Williams, charged with treasonable practices.
Also copy of a note of 10 July 1795 to John King [Under-Secretary] from the Messengers describing their attempts to discover precedents for the recompense of Messengers by Government for the custody and maintenance of State Prisoners, citing those of 1745 through to Lord George Gordon [in 1780], when the Earl of Mansfield [now Lord President of the Council] had [as Viscount Stormont] been Secretary of State.
