Quarantine measures at Constantza: transmits report from Vice Consul Pogson explaining his actions on the Margaret Jones; enclosing statements of support from the Masters of three British vessels at Constantza and Consuls of other nations; also a letter from S and W Hoffmann, Shipping Agents, regarding the overcharging of fees by Mr Calivis, agent of Mr Kyriakides.
