The Civil Service Commmision was established as a body corporate by the enactment of Part One of the Constitutional Reform and Governance Act 2010 and is independent of Government and of the Civil Service.
The Commission has two primary functions, as detailed in the 2010 Act 2010. First, the Commission is responsible for upholding the principle that selection to appointments in the Civil Service must be on merit on the basis of fair and open competition. Second, the Commission can hear and determine complaints raised by civil servants under the Civil Service Code, the ethical code which forms part of the terms and conditions of every civil servant. The Commission also works with departments to help them promote the Code and the core values of the Civil Service that it describes.
