Employment and Pay Division was created in 1981 under the Industrial Policy Group (IPG) and thereunder the Domestic Economy Sector. A sibling division also existed under the IPG called the Industrial Economics Division which was responsible for industrial policy and its relations to general economic policy, policy advice and assessment.
In 1982, the EMS prefix transferred to the Domestic Economy Sector, Industry and Agriculture Group, Industry and Employment Division. Its function was to introduce policies affecting sectors of industry; employment programmes (industrial expenditure measures and manpower support).
In 1983, the Industry and Employment Division became the Industrial Finance and Employment Division (IAE3) under the same Sector and Group. Its function was described as general and sectoral policy measures and liaison with the National Economic Development Council.
