The CON file series was opened for the use of Conservation Branch B of the Environmental and Conservation Policy Division in 1986. The Branch covered general matters relating to the Ministry of Agriculture, Fisheries and Food?s environmental responsibilities. In 1988 responsibility for the series passed to Conservation Policy Division with the Environmental aspect transferring to an Environmental Protection Division. In 1995 CPD became Conservation Management Division when it took on responsibility for the Countryside Stewardship Scheme and in 2005 the series came under the responsibility of Conservation, Uplands and Rural Division who were created to administer the new Environmental Stewardship Scheme (successor to the Environmentally Sensitive Areas Scheme). Latterly in 2007 the series became the responsibility of the Environmental Land Management Division and remains so to date.
