Up to 1951 memoranda and notices were issued infrequently and were not numbered. In 1952 they were numbered and, according to their importance, were issued by the Deputy Keeper, the Secretary, or the Establishment Officer, in three separate numbered series.

In 1956 the Establishment Officer assumed responsibility for circulation of all such notices and in 1957 they were given the name Office Notices.
