When controls over the allocation and distribution of solid fuels ended in 1958, and the Opencast Coal Act of that year was passed, the Home Branch and the Production Branch of the Division, which was responsible for all questions concerning the Ministry's relations with the National Coal Board, were merged into a new Home Branch. This in turn became Branch I of the Division in 1961.
The Home Branch of the Coal Division had responsibility for questions relating to the inland distribution of solid fuels and provided secretarial assistance to the Industrial and Domestic Coal Consumers Councils. It also had responsibilities relating to smokeless fuels after the passing of the Clean Air Act 1956.
