Folios 26-31. Fine imposed on SS Howick Hall: Reports that Russian Government cannot remit, and transmits Russian Government's reply to representations made on the matter; with copy of Foreign Office letter to The London Steam Ship Owners Mutual Insurance Association Ltd, explaining the response from St Petersburg.
