Reform Movement: at the request of a deputation forwards that waited upon him forwards the following documents:
a memorial addressed to the Queen requesting amendments to the constitution of Trinidad to secure representation of the interests of the general population;
resolutions agreed to by the Reform Committee relating to the constitution of the Legislative Council;
a letter from the Secretary of the Committee to the Secretary of State craving his attention to the memorial.
Reports at some length on the matter and appends tables showing 'the number and proportion of each nationality as enumerated in the past four censuses', and 'the numerical increase of the native and foreign-born sections of the population'. Other enclosures include minutes of meetings of the Reform Committee, report of a Royal Commission on the proposed franchise and the division of the colony into electoral districts, and cuttings from the Port of Spain Gazette.
