Gives an account of his official visit to Tobago, during which he discussed the pending and future business of the island with the Commissioner and presided at meetings of the Financial Board and the Society of Agriculture. He also met all those who wished to see him, and brought back a number of petitions. He found the gaol, hospital and police station in good order, but notes that the island is not in a 'prosperous condition'.
