The scope of activity of the Ministry of Overseas Development was wider than that of the Department of Technical Co-operation, and included functions relating to the improvement of education and social services in developing countries inherited from the Department of Education and Science, including the Commonwealth Teacher Training Bursary Scheme, the Foreign Office, the Colonial Office and the Commonwealth Relations Office.
These were added to existing functions carried out by the Department's Social Development and Education Departments, which had previously dealt just with the administration of technical aid in these fields. Responsibility for promoting the teaching of English overseas remained with the British Council.
At first the Ministry had two divisions dealing with education and social development. The Education Division included a School, Teacher Training and Social Education Department, a Universities and Technical Education Department, and a UNESCO Department.
The second division was the Social Development and Training Division, which included a Medical Department, a Training Department and an Administrative Services Branch which dealt with the training of people from developing countries in public administration.
In addition to the mainstream department dealing with social development and education, there were a number of specialist operations and associated bodies over which the Ministry and the Administration had a guiding or supervisory role. These included the Inter-University Council for Higher Education Overseas (ICHEO), the Council for Technical Education and Training for Overseas Countries (TETOC), the Centre for Education Development Overseas, and the Population Bureau.
