Folios 455-460 [460 blank]. Insanitary conditions on pilgrim ships: transmits copy of telegram from the Government of India on the subject; ships start at Gulf ports and only call at Bombay if not full, it is not possible to impose regulations unless ships call at Bombay.

From the India Office, sent 2 November 1906.
