Enclosed with SP 63/369 ff. 199, 202 and with seal. Waterford Jn [John] Mason [mayor of Waterford] to Joshua Dawson, secretary to lord justice: Dutch ship in port ready to sail for Amsterdam, loaded with rapeseed by Mr Lapp, a Waterford merchant. A French privateer at passage, outward bound, threatens to attack the Dutchman once he leaves harbour. Latter has requested that mayor detain French ship in port for 24 hours to give him time. Mayor has no power over French ship. It is presumed they will order surveyor of passage and governor of Duncannon to delay French ship as Dutchman requires, or make other directions for encouragement of trade. f. 200
