Noted as received on the 23 November that [Charles Talbot, duke of Shrewsbury] lord lieutenant, delayed presenting the Dublin city petition before the council until he received royal response to representation of lord justice and council. Parliament to meet in three days. The whole kingdom has been excited by Dublin election. Dated at Dublin Castle. ff. 110-113
