Description

Address of house of commons against Sir Constantine Phipps, lord chancellor. Noted as received in letter of Shrewsbury, 28 December 1713. Condemn oppressions Ireland suffers under Phipps's evil administration. Safety of protestant interest in Ireland rests on unanimity, but since Phipps came, distinction of party has been fomented and most protestants loyal to crown, established church and Hanoverian succession have been traduced as enemies of Church of Ireland. Among many Jacobite libels lately distributed throughout Ireland, Edward Lloyd, newswriter, has lately published in Dublin Memoirs of the Chevalier de St George. Prosecution of Lloyd has been faint and remiss; Phipps, intending a noli prosequi warrant, has represented him as an object of mercy with no evil designs in publishing it. On 12 Jan 1713 Commons beg that Phipps be removed from lord chancellorship. Re-assert willingness to provide queen with necessary supplies. ff. 35-36
