The National Insurance Act 1966 introduced earnings-related supplements to unemployment benefit, sickness benefit and widow's allowance. To pay for these supplements, employed persons not contracted out began to pay increased graduated contributions, while those contracted out began to pay at a rate equivalent to that increase. The contributions also counted for graduated pensions.
The scheme was abolished for new claims from January 1982 under the Social Security (No.2) Act 1980.
