The National Insurance Act 1959 extended the existing flat-rate national insurance scheme by providing, for employed persons, a system of contributions graduated according to earnings, with related graduated additions to the retirement pension. Provision was made for members of approved occupational pension schemes providing equivalent pension rights to "contract out" of these arrangements.
Collection of graduated contributions began on 6 April 1961 through the Inland Revenue "Pay As You Earn" system. The flat-rate contributions then payable for employed persons were either:"ordinary contributions", payable for employees not covered by a certificate of non-participation in the new scheme, or"contracted-out contributions", of smaller amount, payable for employees who were covered by such a certificate.
The scheme was superseded by the broadly similar provisions of the Social Security Pensions Act 1975.
